Different accesscontrol to subdirectories

Hi,

Here, on a webserver (Tru64, enhanced security) there is a growing number of people managing subwebs.
In the current situation a new user is added when a new major subweb is added, resulting in an constant grow of users .
Is there another way to give controlled access to subdirectories?
Most updates are done using Samba and Ftp.
