Thanks to all who replied. Compaq field service came in, had
no good explanation. He checked the jumper, it was intact. He
tried it, got same behavior I did. Ultimately he tried installing
a v5.6 firmware update, which didn't seem like it did anything,
but then the v5.7 update worked normally after, and a v5.8
firmware cd also had working commands, and looked like it would
install. No real explanation, just one of those things.
Suggestions were:
- physically check the jumper, could be flaky or
deteriorated.
- check the CD drive, try an external.
- try loading the firmware from disk, floppy, etc.

- There was one report that the v5.7 firmware might
be problematic, and we might want to download the v5.8
firmware from:

- One person suggested the Alphaserver 400 may not
benefit from v5.7 firmware, so perhaps we could
just leave it at v5.4.
