Diskquota problem

 I'm running Tru64 Unix V5.0A. I have an advfs fileset on which I have
enabled user quotas. I have set the soft and hard block limits for each
user to be the same ( 102400 ). The problem I'm having with this is that
it seems that quotas are not checked once a file is already opened. In
other words, if a user is over quota and tries to create a file he gets
an error, but if he's underquota and opens a file it seems he's free to
keep writing into that file until the disk fills up. Is this how it's
supposed to work or have I set something up wrong?
