CIPCA driver not started

I just installed 5.1 on an Alphaserver 2000 (4/275) and the login window
does not come up.

Prior to the install I dutifully checked with Compaq to see if 5.1 was
compatible with this hardware and was told "yes", I then checked my
somewhat old list re graphics cards and found no evidence that it
(ATI MACH64-GX rev.1) was no longer supported in v5.

I did a reload with no improvement. The system seems to come up fine but
then the display is dark after the blue screen portion of the starting
sequence ends. If I then halt the system, shortly before the console
prompt appears I see the following;

        os_type:UNIX - console CIPCA driver not started.

I suspect this relates to my problem, and no, booting from the generic
kernel makes no difference. Nothing relevant in the logs that I saw.

Any thoughts on what might be the problem? I will summarize.
