Thanks to Dr. Tom Blinn, Octave Orgeron and Colin Walters for their
answers. Apparently, the question is difficult, since I only received
three posts about it. Here's the summary in short:

No, it is not possible to add desktop choices to the Tru64
CDE login manager. This is because it is version 1.0, which
is very restricted in its capabilities. Later implementations
of CDE allow customization much easier by simply creating
different Xsession -files.

Workarounds:

a) Use the failsafe session as a starting point for other window managers.

b) Change CDE to behave as XDM (by editing the configuration files),
then it starts .xsession in user's home directory. That can be
then customized as the user wants.

c) Change to XDM with the xsetup -command (or by editing files).
This also changes login manager to XDM, which can be configured
better.

All the workarounds have problems. a) - you lose failsafe session
and the name is confusing to people, who don't know the failsafe
is no longer failsafe, but something else. b) You lose CDE desktop,
unless you change dtlogin back to CDE mode. c) The same, this
time you also lose CDE login screen.

So, the summary is to use some other login manager to get the
functionality you need. This means extensive customization
to get CDE start correctly, should one need it as one of the
choices. XDM works well and it is widely supported, so it is
probably the best choice. KDE and GNOME managers are nice,
but so far unstable and not recommendable for Tru64 UNIX.
