C2-Security and v5.1

hello

I am assuming this has not been asked before.

We have installed a version of tru64 v5.1 and enabled C2-security.

Now when I do a "su - <username>" from root I am being asked for a password.

Now all the users I have created after enabling C2 has this problem.
Even user root has the same problem now.If I move back to BASE security the
problem isn't there.

I think its a bug ...Any thoughts.
