Bootstrap Failure

Trying to update firmware on previously posted
Machine C: Digital Personal Workstation 433au,
firmware rev 6.6 runningOSF/1 V.4.0D

Went to #shutdown -h now
then

So, I did it again:

happened first!!)
So it started pasting text on the screen, very slowly,
one character after another

(These are just randomly picked lines for the text
pasting on the screen, and it hasn't stopped since.
Not sure if to break t off with ^C or not, its been
going for 15 minutes now. One other machine (Alpha
4100 took the firmware upgrade OK)
Ideas?
