who -r problem

Hello managers!

Lately I have experienced a problem on some of my systems: V4.0f.
The command "who -r " that should output me the current run level I'm in.
does not output anything. Its a problem of course, because there are some
programs and procedures who checks for the run level.
If I'm zeroing the utmp file and then reboot the system, every thing is
getting back to normal - except me :-( ,and after a while that problem
returns.
We asked Compaq for help about it, but they said that's its a unique problem
on our systems, Does it?
