Apparantly all that is required is to add the user into the trusted user
list within the sendmail.cf file.
Doing so however, will allow that user the ability to forge emails.

Subject: mailx and the -r option
How can I get a non-root user to be able to use the -r switch of mailx to
change the senders email address?
I'm on an older version of DU (3.2c). If I'm root, the -r works, if I'm not
it doesn't.
Thanks
George
