A bit off-topic - tnsping on a machine with no Oracle

Hi Managers!

I know this is a bit off topic, but maybe...is there a way to use the
Oracle-utility on a unix-box where Oracle-clientsw is not installed?

Ive tried to copy the utility, and the tnsnames.ora-file to a machine, and
I've put all of files in the right directories, set the ORACLE_HOME correct,
but still it does not work...I get an

Message 3509 not found; No message file for product=NETWORK, facility=TNS

error.

As you proplerly already has guessed, I dont want to install the full
oracle-clientsoftware on the machine in question.
