ls -l sometimes shows a year; sometimes a time

Here's a question that's gotta be stupid:

When I do an ls -l the 8th column (right after the month and day and just
prior to the file name) sometimes is the time and sometimes is the year. At
first I thought it was simply that files from this year (i.e. 2001) show
the time; otherwise the year is shown. That was until I found a file
created on Dec. 22nd that included a time.
