Can't find an OSF-BASE, UNIX-WORKSTATION, or UNIX-SERVER license PAK

Hello,

I have a three system TruCluster V5.1 cluster. All three nodes are
running Tru64 V5.1. Member 1 is a 4 processor GS80, members 2 & 3 are two
identical dual processor 4100's (With the one exception, one has 466MHz
processors, while the other has 600MHz.) They are attached via a memory
channel hub a shared SCSI with an HSZ50 for system disks, and two FCALs for
database and other disks, in addition to the normal ether net connections.

Here's the problem, mostly just an annoyance, but still. Member 1 is
just fine work like a charm, but on Members 2 & 3 I keep getting these
messages on the console and in my messages file:

May 17 09:28:33 mem2 vmunix: Can't find an OSF-BASE, UNIX-WORKSTATION, or
UNIX-SERVER license PAK

But I've installed the licenses. Below is a listing from "lmf list".
They were all installed via the sysman menu, except for the TCS-UA license
which was installed when I did the clu_add_member commands for the two
systems.

Product Status Users: Total
Active

ADVFS-UTILITIES active unlimited
OSF-DEV active unlimited
OSF-SVR active unlimited
OSF-USR active unlimited
OSF-USR active, multiple unlimited
OSF-BASE enabled
TCS-UA active unlimited

As you can see, all the licenses are active except for the OSF-BASE
license which is "enabled". The number of units on the license is "400",
while the other ones say "unlimited" the licenses say "1100" or "1500",
which I suppose is Compaqs way of saying "unlimited".

Member 1came with 4 OSF-BASE licenses, 1 for "1000" units and three for
"50" units. Since our TruCluster licenses were purchased at the same time as
Member 1, I thought maybe the three "50" unit licenses were for each member
of the cluster. Unfortunatly adding an additional "50" unit license to
Member 2 & 3 just gave them another "enabled" OSF-BASE license and didnt
stop the messages.

Now I could be wrong, but I'm assuming that I'm getting this message
because the license is "enabled" and not "active". If this is the reason,
then how can I make the license "active"? Is the reason it's not active
because the number of units is 400? I know that the original OS installation
created an OSF_BASE license with 100 units, but that license was lost when
the systems joined the cluster. Do I need and additional 100 units to make
it active, and is so why doesn't the cluster provide the necessary units?
(Does Compaq want even MORE money from me?)

Thanks in advance for any help.

UNIX is very user friendly, It's just very particular about who it makes
friends with.
