Class scheduling

Hi admins,
i was looking for a VMS similar to the concept of interactive and batch
cputime limit and
i found a new concept for me: CLASS SCHEDULING.
What's your experience on job scheduling using the class scheduler?
I'm having one or two unruly and silly users and i need to limit their
resource occupation
but i won't penalize all other users.
Any suggestion?
