Thanks to Pat who cracked it.
 
The .rhosts file needs the short hostname as well as the fqn of the remote
server you trying to rcp from.

once had the same thing, but don't exactly rember specific fix.  I do
remember specifying short hostname & fqn in both rhosts & hosts.equiv, but
think the issue was in the /etc/hosts having shortname  &/or fqn or an
ordering issue within the hosts file.  I believe dec unix want fqn first,
and then short name.

I'm trying to rcp to a Tru Unix server but keep getting permissions denied
on the remote host. I can rcp out to the remote host fine.
.rhosts and /etc/hosts.equiv exist on both nodes and have the correct
