Memory leak on Tru64 5.1 ?

Greetings, all.
I've only been managing TRU64 servers for a few months, so please understand if this seems like a newbie question.
I am running Tru64 5.1 on an Alpha 8200 with 4GB of RAM.
I seem to have lost access to almost half of my real memory, and cannot track down what is happening to the rest.

It is being used primarily as a Sybase database server.
Using ipcs -a , I see that the amount of memory allocated for all of the processes adds up to about 2 GB.
However, just about any tool I use to display memory usage says there is only about 37 MB free!
vmstat -P shows :
Managed Pages Break Down:
free pages = 4598
active pages = 157723
inactive pages = 82051
wired pages = 63957
ubc pages = 197454
==================
Total = 505783

I suspect my problem has to do with the 82051 inactive pages, but I cannot identify what is holding the memory or why it has not been released.
What is also suspicious, is that out of the 9 GB of virtual memory, only 27 MB is in use.

I already called Compaq and Sybase for support and they had no ideas.
