Ok, I actually got a good response to my question (it's been a while since I've actually had a question answered). Thanks go to Alan Davis, and here is his response:
Tru64 doesn't include a RADIUS server or client with the OS, but it's distributed as part of the Open Source Internet Solutions kit. The kit is free with servers purchased directly from Compaq (and reputable VAR's) or can be purchsed separately. The last time I checked it cost $495US.
