Dev and QA on same box

has anyone setup there dev and QA env on the same server? They want to run
both env's on alpha 5.1 server 8400, the question I have on this is how do
you ensure that someone on DEV stays on DEV and not do something to the QA
env.?

any help or suggestions are welcomed.
