I got several answers to this question, mostly variants of disklabel,
but the prize for the correct answer goes to Tim Brown and (suprise!)
Dr. Tom Blinn who said to use the SCSI utility scu...
# scu -f /dev/rrz0c format
Once the scsi format completes, disklabel works fine. Many thanks to all.
