Configuring second nic for telnet service only

We just added a second nic (tu1) to our AlphaServer 2100 running Tru64 v4.0F.
Now i would like to configure this second nic (for security reasons) to accept
only telnet connections from our internal network only which its connected to.
At the same time I want to completely disable telnet service on the public
interface "tu0". I know this sounds like a firewalling exercise but am
wondering if this type of config is doable with 2 nics. I've been looking at
/etc/rc.config, /etc/inetd.conf and /etc/services trying to figure out how i
might do this but no luck so far. When I try to telnet to tu1 i get a
connection but no login prompt. Any suggestions or pointers to helpful docs
would be appreciated.
