Thanks for the responses I received on this. I thought I'd update on
what has supposedly been found regarding some of our production
systems losing network connectivity and needing an "rcinet restart"
due to some sort of ARP issue.

Here is a response from Compaq:
> WCom has been having some network related issue lately. WCom has
> logged several calls over the last couple of weeks that all have the
> same problem: The ALPHA system looses network connection for a period
> of time or until the NIC is reset. What is actually happening is the
> arp information between the NIC and the CISCO Switch is gone and the
> switch no longer knows how to contact the system. The link appears to
> be up but no data is sent. We have not found any errors on either the
> system or the switch to indicate any hardware problems. After pushing
> back on WCom we contacted CISCO and found that the CISCO IOS has a bug
> (CSCdu62858) and has been corrected in CISCO Catalyst 5500 vV5.5(10).
> WCom is now pushing to test and get this patch into production as soon
> as possible. The current version of IOS WCom is running is 5.5(7) and
> 5.5(8).
