Time change

Folks,

  I know that local time is determined on a Tru64 server by the link from
/etc/zoneinfo/whatever_your_timezone_is to /etc/zoneinfo/localtime.
  ie: >ln -sf /etc/zoneingo/US/Mountain /etc/zoneinfo/localtime.
My books tell me how to set this yet there is no mention of time change from
DST to DST and how that is accomplished. My DEC servers have always made
the change auto-magically but curiosity has gotten the better of me with
timechange close at hand. Where is the timechange controlled/made from?
