Audit a system

Lately the server of the company that I work in (ES-40, True64 5.0) has
behaved in a rather unusual form. There has been things that in theorie
shouldn't happen and nobody has claimed responsibility. We have a political
definition of users well defined but since these occurences we have no form
or determining how to excersices these things.

One of the choices we had in order to monitor the system was to use "LAST".
This command allows us to gather valuable information but not what were're
looking for our need. Complementary, "LASTCOMM" has been utilized; however,
the problem we are facing is that in one day too much data is produced and
we don't happen to have much experience in analysing them. In fact, it's not
even possible for us to view the parameters of the commands and many of them
aren't very useful. If anyone demonstrates any form of audit and can service
from their experience, it will be greatly appreciated.
