Timezone problem, tru64 v4.0f

We have systems on the west coast (we are on the east coast)
that we set to use eastern time.

I believe (it's been a while) that we did this by linking
localtime to /etc/timezone/US/Eastern.

The "date" command works correctly on these hosts, but it
appears that since we went to daylight savings time the
DECevent utility does not know about daylight savings time
there. "dia -R" shows events that occurred today as having
occurred yesterday. "uerf -R" shows correct dates for events.

Can anyone point me to what I might have missed? Many TIA!
