Not Enough Units to Register OSF_BASE

Dear all,

I'm bringing up a new ES-45 running Tru64 5.1A, and the OSF-BASE license won't register. There are 50 units in the PAK, but lmf complains that there are not enough to register OSF-BASE.

Do I have the wrong license (it says it's for an SMP ES-40, that sounds right), or is there some other troubleshooting step I'm missing?
