dd error on Alphastation 255 Using 4.0f

When I use the dd command I get this error
DECthreads bugcheck (version V3.13-434), terminating execution.
vpInit: Unexpected error initializing kernel threads: 0x1
Abort proces

What is wrong? I don't think it is a license problem. I tried copying
the dd command from another Alpha and still got the same message.
