SUMMARY : can't run vmstat

SUMMARY
   3 things are needed

1- account in "system" group

2- sticky bit has to be set
#chmod u+s vmstat

3- owner/group has to be "root.bin"
# chown root.bin vmstat


  this was at "bin bin"
