Error packets on the NIC which is not connected

Dear Managers,

I am surprised to see error packets on my second network interface card which is NOT CONNECTED as well as it is not configured. Operating system is Tru64 v5.1. System : DS20.

What is the inference?

What is the effect on the performance?
