ntpdate hiatus at boot

Any ideas why ntpdate in the settime init file should take a long time
(of order a minute), or ideas for debugging this? It's consistent
across several Tru64 boxes from v5.0a to v5.1a against ntp servers
which appear to be fine (as used similarly by other OSes). The script
finishes quickly if it's run outside the boot sequence and the init
files haven't been modified from the OS default.
