I think it would be a huge pain to try to modify the cpu heatsink/fan,
and
even if you were successful the benefits wouldn't be great. About the
best you could do is hunt around for a slower fan of the same size, but
then you've got less cpu cooling.

You might try one of PC Power & Cooling's quiet power supplies. It
looks
like they have one called "Silencer 400 ATX" that seems like it might
work
pretty good. Others here should have some good alternatives. The
general
consensus is that the power supply should be rated at 300 watts minimum,
and stay away from the bargain brands.

Other things you might try are generic case mods to allow better
airflow.
I've always liked browsing through http://www.overclockers.com for ideas
along these lines. All other things being equal, a 120mm fan will flow
more air more quietly than an 80mm fan will. Less airflow resistance
also
means quieter airflow (ie, if you have an 80mm secondary case fan at the
bottom front of the case, take a hole saw and remove all the material
directly in front of the fan and mount a wire grill, similar to these:

saw and replace that 80mm fan with a 120mm fan. Naturally, don't even
think about attacking your case with power tools if the motherboard,
hard
drives or anything else is still mounted in it).
