rm question

I am looking for help with a file access problem. I need to be able
to put a file in student's home directories that can't be removed by the
student. The student must of course own the home directory so they are
able to delete any file in that directory even if it is owned by root.

Is there any way to do this in tru64?

Im running Tru64 version 5.1. I have looked at setting the sticky bit
on the directory but there again if you own the directory you can still
remove the file.
