problem installing man pages after 5.1a install: pax no such file or directory

Its been a while since Ive had an alpha to manage.

Im trying to install the man pages software subset but am getting lots of
errors like this:

pax: usr/share/man/man8/zic.8.gz : No such file or directory

this is after running:

setld -l /mnt/ALPHA/BASE OSFMANOS520

Ive had just done a 5.1a install and for some reason the man pages didnt
get installed. Im working at another site so Ive copy the entire install CD
to the machine (a few files didnt go as I want root on the source machine,
and so didnt have read permission, eg /cdrom/cdrom0/.new...cshrc:
Permission denied) but all the ALPHA/BASE directory is there.

Ive tried running the command from / and also from /mnt (so that
usr/share/man/man8/zic.8.gz does exist.)

Ive DID manage to install the programming man pages without a hitch. Ive
tried deleting OSFMANOS520 and reinstalling. Always the same error.
