ssh 3.5p1 & tru64 5.1a

Im having problems getting openssh 3.5p1 or 3.4p1 to run on tru64 5.1a.
 I have it running fine on 5.1. It compiled and installed fine and I
can ssh out to another machine but when I try to ssh in to that machine
i get the following when I turn debugging on:

sshd: /var/tcp/files/_db_lock.share: Permission denied
Connections to host closed.


I can telnet in fine.......any ideas?
