Original problem:

Solution:
The client PC had the Microsoft Loopback Adapter configured as
an Ethernet adapter with DHCP and Autoconfiguration enabled.
The address 169.254.168.211 was the result.
This showed up as the first interface and apparently the client
was picking up this address and trying to use it.
Disabling the adapter fixed the problem.
