Daylight saving rule was wrong. How to change date back?

We had a daylight saving rule that was wrong and it took us out of daylight
saving before it should have.

I modified the appropriate timezone file and compiled the new timezone file
and the system date changed back to the correct time.

The daemons (eg. Cron) however still think the time has not changed.

How do I get the daemons to correct? They correct when daylight saving
changes occur normally, why not with what I did?
How should I have corrected the time properly if it happens next time?
