Problem installing Patch 00656 Kit 2 in Tru64 5.1B

Hello admins.

When try install patach 656 of Kit 2 on Tru64 Unix 5.1B, send this error:

Problem installing:

 - Tru64_UNIX_V5.1B / System Administration Patches:
        Patch 00656.00 - Supports monitoring ADVFS statistics using pmgrd

        ./etc/pmgrd_iorate.config:
                its origin can not be identified.

This patch will not be installed.

I verified the file and exist.

# ls -l /etc/pmgrd_iorate.config
-rw-r----- 1 bin bin 670 Jun 2 11:53
/etc/pmgrd_iorate.config

Who is it the problem?
