high kernel cpu and tcpfstm

Hi all,
I'm back in the high kernel-cpu-use soup again.
I asked about this back in Feb this year, but got
no response and the problem went away after a reboot.
I'm seeing high and slowly growing kernel cpu use
(currently about 80%). Repeated use of
'ps -p 0 -m -o wchan,state,time'
seems to indicate that the tcpfstm thread might
be the culprit.
What is this? How can I investigate further?
