Thanks to Michael Bucholtz, Bluejay Adametz, Jeffrey Hummel, Joseph Senulis,
Ann Majeske, Elizabeth Harvey-Forsythe, and David Stacks for their
responses. It looks like the most common response was usermod -x
administrative_lock_applied=0 newuser. I tried this and it worked.

Admins,

        I currently have a 5.1 system running C2 security. Whenever I
create an account it is locked until I go into dxaccounts and enable it. We
currently have our data security group adding accounts and I was wanting to
know if there was a command that can be ran from the command line or a
script that would enable accounts with using dxaccounts.
