How does one increase the value for max_proc_per_user ?

I have a Personal Workstation running Tru64 5.1A. When someone
attempted to login they got a message similar to the following:

max_proc_per_user (=256) exceeded for uid 30525.

What is the proper method to increase this value? Also, I attempted to
use sysconfig, but got back an error message:

sysconfig -r proc max_proc_per_user=1024
max_proc_per_user: attribute does not allow this operation


Does resetting this value, if possible, also require a system restart?
