Problem Creating Bootable Firmware CD

Hi All,
 
I am in the process of upgrading the firmware on a DS25 (Tru64 Ver5.1.B).  I have found the site to download the firmware (v66ds25.iso)
 
 
But after following the instructions for making a bootable firmware CD, I received the following errors when I tried to boot dqa0:
 
 Not a valid boot block,  bootstrap failure
 
My steps:
Download the ds25_v6_6.iso
Using a CD writer, copy it to a CD
Place it in the DS25 CD and >>boot dqa0
 
 
Any help would be appreciated.
