Apparently, I'm going senile. I thought I had tried the -t option to mount,
but apparently I had not. *sigh*
Our app will still need to be re-written to handle the change in syntax from
4.0F to 5.1B, but I wanted to clarify the situation for anyone who would be
searching the archives for this.

Actually a link /will/ work - the behavior change is in that mount can't
automatically determine the file system type so you have to do :
/sbin/mount -t cdfs /dev/cdrom /mnt
An alternative is to use mknod to create a "real" device file - but that
also requires the -t switch.
