X.29 flow control after update

The Question is:

After upgrading from OpenVMS 5.5-1 to OpenVMS 5.5-2, users on our X25
network started complaining that they had garbage (backwards question
marks, etc.) on their screens after doing a listing and using the
"hold screen" key. Our Network gurus have spent over four weeks going
through the network as if it were a network problem, but have come up
with nothing. They have noticed that X29 parameter 12 (flow control)
gets changed from a 1 to a 0 AFTER the terminal is connected to the
VAX. This problem occurred on the Monday after I did the OS Upgrade.
To my way of thinking, this is way too coincidental.  I cannot get
support to respond to me on this. HELP!!!
