Monitor: Find null time

The Question is: 

Is there a way that I can figure out the null time on my cpus?

The Answer is: 

The MONITOR utility displays the idle time.  My favorite is the MONITOR SYSTEM
/ALL command.

Please also consider the /RECORD and /INPUT qualifiers.
