CGI script to HTML

The Question is: 

I want to write a cgi script in DCL/openvms which will categorize
output from an HTML form(by way of user selected radio buttons)
then write/append that text to another HTML document. I'm new to vms
and am not sure how this could be done. Also, I ahven't had any luck
tracking down cgi scripts for Dec Alpha servers at all. Any suggestions?
