to POP3 or SMTP mail (Internet)?

The Answer is: 

    A POP3 server for OpenVMS is available via anonymous ftp:

    ftp://ftp.indiana.edu/pub/vms/iupop3/

    A future version of Digital TCP/IP Services for OpenVMS (UCX) will
    include a POP3 server.
