My problem with reallocating /dev/ttys which had been turned
into zombie processes by unclean exits over lat required a
patch:

In a situation where a streams process on init's child list is hung,
some zombie processes will not get cleaned up from init's child list.
Resources associated with these processes are not available for re-use.
An example is when a user logs out from a LAT terminal, init does not
respawn the 'getty' process, and the LAT line becomes unavailable to
the system (eventually many LAT lines will be unavailable). This
patched version of kern_exit.o corrects the problem.
Kernel rebuild required.
