You apparently were NEVER licensed to have more than two users on these
workstations. As it happened, DEC OSF/1 V2.0 didn't check the LMF to see if
you had the PAKs registered to allow more users; DEC OSF/1 V3.0 checks and
enforces what's in the LMF. If you were in fact licensed for more than two
users on those systems, then the LMF license database never got updated to
reflect that fact.

The way around it is to revert to DEC OSF/1 V2.0 and continue to operate
with an LMF database that reflects two licensed users per system. (This is
the right that's implicit in the base DEC OSF/1 license -- two users comes
with the system, more users is optional at extra cost.)
If you are, in fact, already licensed for more than two users, then you need
to find the license PAK certificates and register the information in the LMF
for the systems. Then, the system will allow more users to log in, up to
the maximum allowed by the combined OSF-USR PAKs that are registered. Note
that Digital's normal licensing rules say that licenses are granted on a per
system basis -- that is, if you have a license for 4 more users, you can put
all four users on one system or another, but not split them, and you can't
just register the license on multiple systems without violating the terms of
the license. But if you did this, the system wouldn't know. Some people
would consider this a work-around. It's actually theft.
If you are not, in fact, already licensed for more than two users, then you
need to purchase additional rights to get more licensed users, and when the
license PAKs arrive, you need to register the data.
