Problem configuration ?

I have the following problem in a ALPHA 3000/400 with OSF/1 V2.0 :

With more of three users the system give the following message:

"Too many users logged on already
 Try again later
 Connection closed by foreign host"

But the parameter of Kernel "maxusers" is 32, "maxproc" is the default (270)

What occur with my workstation ?
