DFS config

I am having trouble configuring DFS 1.3 while setting up a DCE cell
running OSF/1 3.2. The security, CDS, and DTS servers have been
successfully configured using dcesetup. I then went into dcesetup's DFS
configuration menu and chose "Configure a new cell: DFS Primary FLDB
Server", which exeucted for a while and returned an error:

    Removing permanent local DFS databases and configuration files
        Removing DFS Services database...
        Removing files in /opt/dcelocal/var/dfs/adm...
        Removing files in /opt/dcelocal/var/dfs/backup...
        Removing files in /opt/dcelocal/var/dfs/aggrs...
        Removing files in /opt/dcelocal/var/dfs...
        Removing startup/shutdown files...
        Removing cache files in /opt/dcelocal/var/adm/dfs...
        Modifying the registry database for DFS server operation...
        Starting bosserver...
Checking for a Ubik sync site in hosts/green
udebug: failed to obtain ubik server information; communications failure
(dce /rpc)
Host /.:/hosts/green is now the sync site

    Enter the name of the system control machine [green]:
/opt/dcelocal/bin/bos: failed to add group 'subsys/dce/dfs-admin'
(communications failure (dce / rpc))


Does anyone know why the rpc failed? rpcd was running and "rpccp show
mapping" listed a valid database.
