Thanks for everyone for their prompt responses. Three main solutions
were suggested.

1. Change the ownership on the /usr/spool/mail/USER file to root.

2. Setting a quota on /usr for the USER

3. Modifying the aliase file and adding an entry for the user as
   user:/dev/null
