How to make CDE use /etc/csh.login

I have recently upgraded to 3.2 and have installed CDE (Common Desktop
Environment) on my workstation and REALLY like it. The only problem is
that when you start a terminal session up, they do NOT access the
system wide startup scripts. Having these scripts run from my personal
profile/login scripts is NOT an option since I dont want users to
be able to bypass the system scripts.

Does anyone know what needs changing to do this?
